The Executive Director of the Centre for Constitutional Governance, Sarah Bireete, has been charged before the Buganda Road Chief Magistrate’s Court over allegations of unlawfully obtaining and disclosing National Voters’ Register information without the consent of the Electoral Commission.
Bireete was arrested earlier this week on Monday and has since spent the New Year festivities in police custody, a development that sparked widespread outrage within civil society and human rights circles.
Appearing before Grade One Magistrate Winnie Nankya Jatiko, Bireete denied all the allegations levelled against her. The prosecution alleges that between January and December 2025, at various locations within Kampala, Mukono and Wakiso districts, Bireete unlawfully obtained and/or disclosed National Voters’ Register data, which is under the control and processing of the Electoral Commission.
The alleged acts are said to contravene Sections 35 and 2 of the Data Protection and Privacy Act. Proceedings were temporarily halted for more than 30 minutes to allow Bireete’s legal team to upload details of her sureties onto the court’s Electronic Case Management Information System (ECMIS).
